A revitalized Medvedev won his initial championship for over two years with victory over opponent Moutet in the competition title decider.
The athlete, a ex- number one, has had a challenging season, winning just one match at the major tournaments and undergoing a meltdown at the New York tournament.

Now collaborating with Thomas Johansson and his other coach, Medvedev has gradually advanced in the last few weeks - peaking in a hard-fought three-set victory over Frenchman Corentin Moutet.
It is his maiden championship following the Rome competition and initial on a hardcourt after spring of the previous year.
Success also signifies he has won 21 championships at twenty-one different competitions.
"For the first time I'm at a tournament with my both daughters together, so to secure a championship is particularly special," said world number 14 Daniil Medvedev.
"This championship is in tribute of my younger daughter my daughter, because the maiden victory I won when my first daughter Alisa was born was for her."
The athlete, the former major winner, had lost his previous six finals, comprising in that event earlier this year.
The player's counter-punching approach and regular reactions on the playing surface had prompted some to question if his ability to perform at the elite level was concluded.
However the 29-year-old has made changes in recent weeks, attempting to approach the net and play assertively, reinforced by an improved serving game.
Medvedev came back from a break down in the first set against the difficult opponent, securing 4 of the final five games to gain the advantage.
The competitors exchanged breaks in the middle set before the Frenchman, bidding for his initial ATP Tour title, seized the initiative to create a third set.
He defended 4 initial chances in a competitive third set before the champion broke to that score to serve for the match.
Suitably, the winner clinched the title with a point at the net, with his opponent incapable to handle a return after two hours and 38 minutes.
