Britain and France Plan to Send Forces to the Country in the event that a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The UK and France have signed a declaration of intent concerning the deployment of military forces in the nation if a ceasefire be struck with Russia, the Prime Minister of Britain, Starmer, has stated.

Subsequent to negotiations with allied nations in the French capital, he said that the UK and France would "establish defense centers in various parts of Ukraine and construct protected structures for military hardware and defense matériel" to prevent any future incursion.

The partner countries also proposed that the US would play the primary role in overseeing a ceasefire.

Moscow has repeatedly cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has not yet responded on this latest development.

Background and Continuing Hostilities

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Russian forces presently holds approximately 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to support Ukraine for the foreseeable future," commented the UK Prime Minister.

National leaders and senior officials from the "Coalition of the Willing" participated in the Paris negotiations.

He stated at a shared media briefing, the Prime Minister added: "It establishes the framework for the juridical structure under which allied and coalition forces could function on Ukrainian soil, defending Ukraine's skies and seas, and restoring Ukraine's armed forces for the years ahead."

The PM added that London would be involved in any American-headed confirmation of a possible ceasefire.

Defense Assurances and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "durable defense assurances and robust reconstruction vows are vital to a lasting peace" in Ukraine – referring to a key condition made by Ukraine.

The negotiator indicated the allies had "mostly completed" their work on establishing such guarantees "so that the people of Ukraine know that when this war ends, it ends permanently."

Jared Kushner, former American President Donald Trump's special envoy, also was involved in the negotiations.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's partners had made "major progress" at the talks.

He added that "comprehensive" safety pledges for the Ukrainian government had been agreed in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "significant advance" had been made in the talks, but cautioned that he would only deem efforts to be "enough" if they culminated in the end of the fighting.

Earlier, he suggested a peace deal was "mostly finalized". Agreeing on the remaining 10% would "determine the outcome of the peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the center of unresolved issues for negotiators.
  • The Russian President has repeatedly warned that Kyiv's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to finish the war.
  • The Ukrainian President has thus far rejected ceding any land, but has proposed that Ukraine could pull back its forces to an designated point – but only if Russia reciprocates.

Russia currently controls about 75% of the Donetsk region and around 99% of the bordering Luhansk region. The pair of oblasts form the area of the Donbas.

The earlier US-led multi-point peace plan that was circulated to the media last year was seen by Kyiv and its partners in Europe as being strongly biased in Moscow's favor.

This triggered weeks of high-level negotiations – with the involved parties trying to amend the proposal.

Recently, Kyiv submitted the US an revised 20-point plan – as well as distinct documents outlining potential security guarantees and arrangements for Ukraine's recovery, Zelensky stated.
